the writing is sloppy, and one name is obscured by the Naval stamp, so this is my best guess:

The new Tribune Tower Building is located near the Michigan Boulevard Bridge; is 23 stories high with a tower of 140 feet. The Chicago Tribune offered a prize of $100,000 for the plans and the result is the most beautiful office building in the world.
